What does it mean if my installation is classified as substandard?

It means the installation has technical non-compliance issues, though it’s considered safe to keep operating in the short term. That’s the CER’s own classification.

The faults still need to be rectified by the installer. They may create risks over time, or in specific circumstances, such as when a tradesperson carries out future work on the system.
