Does the battery need to be connected to a VPP to be eligible for the federal rebate?
No. There’s a bit of a catch in the wording though.
Your battery has to be VPP capable at the time it’s installed, meaning it has to be able to join a Virtual Power Plant. Actually enrolling in one is a separate thing, and you don’t need to do it to get the federal rebate.
If you’re in New South Wales, joining a VPP is the separate step that unlocks the extra state incentive on top.
